My company started going to India for CAD. So cheap might as well be free. I can't compete with someone making $1000/year. Who can?

Most Chinese ID services are inhouse departments of a manufaturer. So in short, ID services/Engineering is free if the client agrees to use them for the tooling/manufacturing contracts.

They use Design as a loss-leader to get the manufacturing contracts.

I think this is a problem only for the US market, because the US consumer is not driven by quality of the product but from the price.
With all the respect for asian-indian design I do not think that we can make a comparison betwen a good US-Eurpian design and them.
Cheap and good quality can not be together!

Very tru.......and their tooling costs are still a 1/3 of the price compared to american toolers.

Of course they'll sell your design in other foreign markets and the quality of the tooling is less.
