Yea or Nay? The Wrist-Mounted Rearview Mirror for Cyclists
Maybe ... but only if you do not shift the position of your hand on the handlebar. Definitely a "no way" for those of us who use dropped handlebars and shift between 3 or 4 positions both depending on what we are doing and to avoid hand fatigue.
FYI, the core components of this design have been directly lifted from an older, established product called Rearviz, by RVI Active. The flashing armband is new, but the core functionality and component design is per RVI’s design.

I agree with Anthony Towers that the usability isn't there. When the mirror is on your handlebars, it's always in the exact same place and you always get roughly the same view. With this, you'd have to hold up your hand and then stare at the mirror to figure out if you're seeing everything. Faster and safer to just do a shoulder check.
The basic rule is to always look over your shoulder before repositioning in traffic as a (motor)cyclist. Regardless of the mirrors you have or not. The mirrors presented here might be a nice to have, maybe. Not very sexy though.
that looks a nightmare to use.
Clever but it's to big in my opinion.
