In fact it's a bike lock. The bike it was once safeguarding has long since been stolen.
Maybe the maintenance crew responsible for the upkeep of the pole did not have a saw. Or maybe they did and didn't feel like using it. Either way, they "solved" the problem with a paintbrush.
could just be the owner doesn't like carrying the heavy chain lock around and they leave it locked to the pole at a place they frequently lock up to to use when they need. Certainly know people who leave a lock at the train station instead of carrying it home and back every day..
Yup to the two comments. The way it is wound makes it clear that the lock itself was parked, awaiting the return of the bike owner, and not holding a bike that was stolen. Regardless, I love the fact that the crew just painted it. And that you spotted it.
Doubt the paint crew is the mechanical upkeep crew. Bike locks are notoriously hard to remove. Pete's definitely right that this was somebody's parking spot.
