I'm digging Arthur Kenzo's Parenthese sink—a collaboration with François DMD—though I couldn't figure out what it was supposed to do when I saw the first shot:

I thought maybe the under-sink section was a Dyson-style hand dryer, which would be cool. But it's something more surprising:


Why have a sink-seat? Kenzo explains:
The Parenthese project was our participation in the Decotec Young Designers Competition organised during the Summer 2009. The purpose of this competition was to "give the opportunity to young designers to propose their own vision of 21st century bathroom furniture." Among the three different themes, we decided to centre our project around the subject "The small but effective bathroom sink".Our work was based on the research of a casual relaxation space and our answer to this problem was the creation of a seat under a compact bathroom sink. The seat had to be light and perfectly integrated with the rest of the furniture. For this reason its shape matches the sink's shape, creating a real harmony.

The sink looks pretty, but it has a fatal functional flaw. Notice that the shape of the sink descends on the sides -- what do you think will happen to anything that doesn't fall into the basin?... it will all drip down the sides of the sink and end up on the floor. Bad, just bad.
While a sink seat may be useful for some people, this design is problematic for precisely the reason you described in your first paragraph: you can't immediately tell what to do with it. The design is aesthetically pleasing, but it lacks any perceived affordance.
In addition to the flaw mentioned, does anyone notice that something is missing? There is no plumbing! Even the most discrete installation will have waste pipe underneath the sink that would prevent seat placement as shown.

I want to qualify these comments by giving my opinion: I find it very practical (if you go on Arthur Kenzo website, you will see that there are hidden storage) it's true that I tend to sit down at my table with a small mirrors ... I think that it's idea have to be more detail ... Thank you for that pretty nice idea!
I find this very stylish, simple and extraordinary.
It saves a lot of space, but also gives a great smooth look to it.
Imagine the color combination's and patterns.
